Paul Maynard MP
Parliamentary Under Secretary of State (Minister for Pensions), DWP
Paul Maynard was appointed Parliamentary Under Secretary of State at the Department for Work and Pensions on 13 November 2023. He was Parliamentary Under Secretary of State at the Department for Transport between July 2019 and February 2020. He was also Parliamentary Under Secretary of State at the Ministry of Justice between May 2019 and July 2019. Paul was previously Government Whip (Lord Commissioner of HM Treasury). He was Parliamentary Under Secretary of State at the Department for Transport from July 2016 to January 2018. He was elected Conservative MP for Blackpool North and Cleveleys in May 2010.
James Carter
Head of Pension Products and Policy, Fidelity International
James Carter is Head of Platform Policy and Oversight at Fidelity International where he leads Fidelity’s engagement with the government, regulators and industry bodies in the development of long-term savings policy and the business’s analysis of the impact and opportunities of new regulations. He is also responsible for the oversight of the products and services offered through Fidelity’s platforms. With over 20 years of experience in the long-term savings market James was previously a Director in Willis Towers Watson’s pension consulting business, having also worked for KPMG and Aon, advising trustees and employers operating large DC pension schemes.
Colin Clarke
Head of Product Policy Strategy, Workplace Savings, Legal & General
Colin has worked in the pensions industry for over 34 years and has held a number of senior technical and management roles at Legal & General during this time. He currently provides technical and policy strategy advice to the Workplace Savings business and is passionate about improving member outcomes. He is a member of TISA’s retirement policy committee, retirement strategy group and young people’s financial education council and represents L&G on a number of other trade body and government forums and committees.
Emma Douglas

Emma Douglas joined Aviva in 2021 as Managing Director of Workplace Savings business, with the
accountability to deliver the best possible outcome for over 4 million customers/members and their
£110bn of assets as they save for and access savings in later life. Emma is also the Chair of the
Pensions & Lifetime Savings Association; having previously chaired the PLSA’s Policy Board since
2018. Before joining Aviva, Emma was Head of DC at Legal & General Investment Management, where she
was primarily responsible for developing LGIM's DC business and Investment Strategy. She joined
LGIM in 2014 from Mercer where she held the position of Partner and Head of Mercer Workplace
Savings. Previous roles in Emma’s career include the Head of DC Sales at BlackRock and Head of DC
Pensions at Threadneedle Investments. All told, Emma has more than 20 years of experience in the investment management industry. She graduated from Trinity College, Oxford, and holds an MBA from Manchester Business School via a Women in Management Scholarship from the Guardian.
Simon Eagle
GB Head of CDC Consulting, Willis Towers Watson
Simon Eagle is a pensions actuary and Collective Defined Contribution (CDC) and DC risk sharing pensions specialist. Building on his work advising Royal Mail on CDC pension design since 2017, Simon is a frequent industry speaker on DC risk sharing. This has included speaking alongside three pensions ministers, and also speaking in parliament. He has worked with many organisations on DC risk sharing including supporting the DWP and Pensions Regulator. He is a Senior Director and GB Head of CDC at WTW where he has worked for 22 years, and also chairs the Institute and Faculty of Actuaries’ CDC and DC risk sharing working party.
Peter Glancy
Head of Policy, Lloyds Banking Group
Pete has been with Lloyds Banking Group for 34 years, holding a broad range of senior positions across Operations, Change, Corporate Ventures, and Propositions before taking on the Public Policy remit 9 years ago. Pete is on the Pensions Panel at the CBI, the DC Committee at the PLSA, The Strategy Council at TISA, and various committees at the ABI. Pete is also a Non -Executive Director at Criterion Tech UK.
Jen Green
Principal Associate, Eversheds Sutherland
As well as advising trustees and employers of occupational pension schemes, Jen acts for providers in relation to SIPPs and other retirement products. She enjoys guiding clients through the maze of increasing pensions legislation and finding practical and efficient solutions to complex issues. Jen sits on the TISA Retirement Policy Committee
Jon Greer

Jon is head of Quilter’s Pensions Technical Team and Pension Specialists. He has an excellent knowledge of pension having worked in technical roles for over 20 years. He represents Quilter in dealings with regulators, HMRC and DWP.
Alice Guy
Head of Pensions and Savings, Interactive Investor
Alice is spokesperson on pensions for retail investment platform interactive investor. A Chartered Accountant, Alice specialises in data-led research on tax, pensions, building wealth and retirement decisions. She campaigns on matters relating to the impact of the gender pension gap, the cost of being single in retirement and the impact of financial education on retirement saving. Alice appears on TV and radio and is experienced in writing and presenting on retail pensions
Michael Jones
Partner, Eversheds Sutherland
Michael is a partner and leads the DC practice at Eversheds Sutherland. He advises trustees, employers and providers in relation to all types of DC pension arrangements, focussing on large commercial master trusts and own trust schemes.
As part of his business, Michael advises clients on regulatory and legal issues relating to investment and ESG considerations, including unit-linked policies and permitted links, TCFD reporting, responsible investment and stewardship activity.
Michael sits on the DC/Investment Sub-Committee of the Association of Pension Lawyers and is involved in several PLSA initiatives.

Nathan is a research analyst working on pensions, savings, investments and wider public affairs. He is the architect of HL’s Savings & Resilience Barometer and leads the work on using behavioural science to improve client decision making. He’s been instrumental in developing analysis of engagement among workplace pension members. He joined Hargreaves Lansdown in 2003 and has worked in several areas of the business including as a financial adviser to individuals, and as a pension and benefits consultant to employers across the UK.

Helen joined Hargreaves Lansdown in August 2021. She works with the media to raise awareness of key retirement issues to help people build financial resilience in retirement. Helen has more than 20 years’ experience in the pensions industry. Prior to joining Hargreaves Lansdown Helen worked as a pension specialist at Royal London where she provided media comment and research on issues such as auto-enrolment, investment, retirement income and state benefit take up. She was also an award-winning pensions journalist and editor working on a several trade titles.

Muirinn O'Neill is Vice President, Government Affairs & Public Policy at BlackRock, where she leads on retirement and retail investment policy in the UK and Ireland. Prior to joining BlackRock in 2021, Muirinn worked in consultancy, where she specialised in issues around retirement and financial wellbeing. This work included project managing the setup of a research centre aimed at improving financial wellbeing and preparedness across the UK.
Amanda Small
Legal Director, Eversheds Sutherland
Amanda is a legal director in the pensions team at Eversheds Sutherland with over 15 years’ experience in advising trustees, providers and sponsors of pension schemes.
She advises a number of DC master trusts and own trust schemes, both trustees and providers, on the full range of issues including default structures, investment, decumulation, bulk transfers and member interaction. She also has extensive experience advising on governance issues and regulatory compliance.
Amanda sits on the DC Committee of the SPP.
Rachel Vahey

Rachel is head of public policy at AJ Bell. She helps lead AJ Bell’s response to the changing pensions and savings environment, as well as analysing how new legislation and regulation affects providers, financial advisers, and customers. She’s well known within the pensions and savings industry, and regularly speaks at public events, alongside writing press articles and other content.

Renny Biggins

Renny has been at TISA for over 7 years and is the Head of Retirement. He has been in the industry for over 30 years and has held various management and senior management positions at organisations ranging from a large mutual life and pensions company, a bespoke SIPP provider, an IFA and a platform technology provider. Qualifications wise he holds the CII accreditations of Certificate in Life and Pensions, Certificate in Financial Planning and Diploma in Financial Planning. He is a frequent commentator in the media and has significant involvement in the ongoing Government agenda of change through his TISA role and membership of several industry working groups and committees.
