At first glance and like you, I was expecting to see this as an FCA authorised fund (probably a NURS as you suggest) but there is no record of the fund on the FCA’s Financial Services Register as you have pointed out.
On closer inspection of the fund’s factsheet and KIID (see links below), it appears that the fund is not an FCA authorised fund and is a special kind of fund which is only open to investment by charitable trusts and not the retail market.
The key point therefore, is that it is not an FCA authorised fund (see relevant text from KIID below) and won’t meet the ISA criteria for authorised funds.
