Lucy Castledine
Director of Consumer Investments, FCA
Lucy has worked at the FCA since 2008 across a variety of different roles. The majority of her career has been spent in Supervision, but she also has extensive experience of designing and implementing policy, having overseen the implementation of the Mortgage Market Review and the overhaul of the financial promotions rules for high-risk investments. She also spent a year in Authorisations, as Head of Department for dual-regulated firms.
Currently, Lucy is the Director of Consumer Investments. This includes the Supervision of Advisers and Intermediaries, Wealth Managers, Self-invested personal pensions, Crowdfunders, Peer to peer and Platform Firms. Lucy is also responsible for overseeing the policing of our perimeter for unauthorised business, ensuring we intervene assertively on misleading Financial Promotions.
Ben Summers
Principal, Head of Personal Investor, Vanguard Europe
Ben Summers is the head of Vanguard’s Personal Investor business, Europe. Mr. Summers joined Vanguard in 2019 to lead the company’s New Ways of Working initiative and most recently served as chief of staff to the former CEO, Tim Buckley. Prior to joining Vanguard, Mr. Summers served nearly 13 years as an officer in the US Army. His last role was an assistant professor of economics at the United States Military Academy at West Point, where he taught courses in leadership, economics, and finance and led the Academy’s Scholar Programme. In 2019, he received the William F. Murdy Award for Teaching Excellence. Before teaching at West Point, Mr. Summers deployed twice to Afghanistan with the 101st Airborne Division and held a range of leadership roles as an aviation officer. From 2012 to 2013, he led a turnaround of an aviation maintenance company and was awarded the General Douglas MacArthur Leadership Award for his efforts.
Liz Waldron
Head of Client Experience & Digital, Vanguard
Liz Waldron is Head of Client Experience & Digital for Vanguard’s UK Personal Investor business. She is responsible for the Client Services, Digital Product & CX technology teams. Liz has over 30 years’ experience in Financial Services and spent 12 years at Fidelity prior to joining Vanguard 10 years ago. Her earlier career was spent in a mix of digital, marketing and proposition roles including at AMP & Interactive Investor. She is passionate about helping investors achieve better financial outcomes and was responsible for launching Vanguard’s Managed Service offering.
Georgina Yarwood
Senior Investment Strategist, Vanguard
Georgina Yarwood is a Senior Investment Strategist in the Investment Strategy Group (ISG), the global team responsible for developing Vanguard’s portfolio construction methodology and publishing research on economics, portfolio strategies and investor behaviour. Within ISG, Georgina is responsible for conducting analysis and developing insights on a wide array of investor behaviour topics.
Her current research interest examines the behaviour of self-directed individual investors, including trading behaviour and understanding investor identity. Recent work also involves research on retirement readiness in the UK and launching a survey of UK investor expectations. Previously, Georgina has published research examining the value of financial advice.
Prior to her current role, Georgina was a participant of the Vanguard Accelerated Development Program. Georgina joined Vanguard in 2016 and holds a BSC in Economics from the University of Bath.
Holly Mackay
Founder & CEO, Boring Money
Holly Mackay has worked in the investment industry for over 25 years, after finishing a degree in Modern Languages at Oxford University. She worked in various markets for Aviva, Merrill Lynch Investment Managers and Santander, before setting up her first business in 2008. She sold this to a media group and exited in 2014, then setting up Boring Money in 2015.
Boring Money is one of the most respected sources of consumer data and insights for the investment and pension industry, and its quantitative and qualitative research teams support leading blue-chip clients with product development, communications testing, and data to support Consumer Duty and other regulatory requirements. Elisabeth Bremner
Partner, CMS
Elisabeth is a Partner in the Financial Services Regulatory team at CMS. She has more than 25 years’ experience representing financial institutions in cases involving both UK and overseas regulators, dealing with contentious supervisory interventions through to regulatory investigations and enforcement action. She is also frequently appointed as a trusted advisor to members of senior management when facing their own individual investigations.
She has significant experience in cases concerning insider dealing, market abuse, trader mis-marking and financial crime risks in the wholesale sector. Within the retail industry she has expertise in representing clients on cases relating to mis-selling, consumer redress programmes and complaints mishandling. Increasingly she advises on whistleblower investigations and provides support on implementing connected policies and frameworks. She has also advised and acted on high profile conduct issues in the SME corporate banking sector.
Elisabeth has previously spent time at a major bank where she managed the global retail internal investigations team. She has been appointed as a Skilled Person by both the PRA and FCA on various engagements. She also sits on The Investing and Savings Alliance (TISA) Consumer Engagement Policy Committee, helping the investment industry respond to regulatory change.
Elisabeth has been independently nominated an Acritas Star by in-house counsel in a global client survey. She is individually ranked in Chambers UK.
Theresa Clifford
Director, EY Seren
Theresa is a Director within the Financial Services team at EY Seren, focussing on long-term savings, pensions, and insurance. She has over 20 years’ experience in delivering award-winning, holistic customer centric strategies and programmes of work for global organisations. Theresa has provided strategic CX insight and innovation approaches to some of the world’s most successful financial services businesses, allowing them to deliver customer-centric services and products to their customers while delivering growth to the business.
Clare Francis
Director, Savings and Investments, Barclays
Clare is a Director of Savings & Investments at Barclays Smart Investor. Previously a financial journalist with over 15 years’ experience covering consumer finance, her work now focuses on breaking down the barriers to investing and supporting people with their investment decisions. She is passionate about helping people raise their financial awareness and understanding so they are more confident about managing their money and achieving their financial goals.
Clare is also a Trustee on the board of the Money & Mental Health Policy Institute and a member of the National Numeracy Gender Taskforce.

Robert Holford
Insights Director, Altus
Robert has over 15 years’ experience in Pensions and Investments, having worked in business and investment consulting, market intelligence, and regulatory strategy. He started his career in investment consultancy before moving into more industry-focused consultancy roles for life company and asset management clients in areas such as business & product strategy, market entry, institutional client servicing and market intelligence services. Prior to joining Altus, Robert was Head of Strategy & Insight for the Pensions Regulator, where he led the development and launch of the organisation’s first corporate strategy designed to ‘put the saver at the heart of pension regulation’, and Sector Strategy Lead for the Pensions & Retirement Income and Retail Investments sectors at the Financial Conduct Authority. Over the past two years, he has worked on a range of Consumer Duty issues in the pensions and life company space, most recently exploring the role that Consumer Duty is playing in shaping the FCA's approach to solving the advice gap through their Advice Guidance Boundary proposals. He also currently chairs PASA's Consumer Duty Working Group.

Anna Louden

Anna is a Product Manager at Hargreaves Lansdown (HL) within the ISA and Fund and Share Account team. She joined HL in 2019 and has gained valuable experience across a variety of roles within the company. Before her current position, Anna was part of the Investment Product Team, where she focused on creating inclusive investment journeys to help clients easily get started with investing and find suitable options for their needs. She played a key role in the implementation of the Consumer Duty at HL and continues to focus on developing and enhancing client journeys to drive excellent client outcomes. As an Accessibility Ambassador, Anna is passionate about making accessibility a priority from the start of product development, working to ensure that innovation doesn’t inadvertently lead to exclusion. In her current role, she is dedicated to supporting early-life and new investors, empowering clients across the UK to confidently begin their investment journey and build a brighter future for themselves and their families.
Andrew Marker
Lead Product Manager, Vanguard
Andrew Marker is the lead Product manager for the Vanguard execution only platform. In his role Andrew is responsible for the product design, service and regulatory governance for the Vanguard platform. Andrew is a pension professional with 25 years of experience and a Diploma member through the Pensions Management Institute in the UK. Andrew has worked on a wide variety of pension provisions in South Africa and the United Kingdom with focus on product design and proposition, including international pension provision for UK companies with international employees. More recently Andrew has extended his role to cover the other retail investment product offerings, including ISA and GA. Andrew is currently the sitting Chair of STAR, the industry initiative to improve the transfer standards across UK investment products.
Kwame Nyanning
Partner & Chief Design Officer, EY Seren
Kwame is a Partner and Chief Design Officer focused experience design and innovation. He is also a leader in the emerging field of generative artificial intelligence and agentic experience design. He worked extensively with wealth, asset management and estate planning clients in the development of solutions leveraging highly autonomous AI systems.
Kwame is a leader working across diverse domains within financial services and highly regulated industries.
Prior to EY Kwame has held senior positions at Goldman Sachs, Chase UK, McKinsey, frog design and Sapient. He has also worked across large technology implementation initiatives at Infosys and innovation led scale-ups like Arrival in the electric vehicles space.
Kwame has led numerous digital transformation efforts for large universal banks across SME and Corporate banking, retail banking and wealth management.
He has designed and delivered estate planning AI agents to support personalised unstructured data analysis, processing and summarisation within defined brand and regulatory standards for call centre servicing teams.
Tom Selby
Director of Public Policy, AJ Bell
Tom Selby is AJ Bell's Director of Public Policy. He joined the company in 2016 as a Senior Analyst before becoming Head of Retirement Policy. He has a degree in Economics from Newcastle University.
Following his degree, Tom worked for seven years as a journalist specialising in pensions and retirement. He spent almost six years at a leading adviser trade magazine, Money Marketing, initially as a pensions reporter before becoming Head of News in 2014. He has won multiple awards for his role as a financial journalist, and was more recently nominated for Expert of the Year at the 2023 Headlinemoney Awards.
Tom is heavily involved with the PR and external communications teams at AJ Bell. His current role involves direct engagement with senior policy makers in Government and regulators. He also sits on the industry working group for the joint review of advice and guidance boundaries being conducted by the FCA and the Treasury. In the past, Tom has successfully campaigned for a number of consumer-focused reforms, including banning pension cold-calling and increasing pension allowances, and he is passionate about improving outcomes for savers and retirees.
Tom is regularly quoted in national print and broadcast media, including appearances on a weekly BBC Radio London personal finance slot. He has also appeared multiple times on BBC’s MoneyBox as an expert, as well as BBC Radio, BBC News, Sky News and LBC.
Kirsten Smart
Senior Manager, Lloyds Banking Group
Kirsten is a Senior Manager at Lloyds Banking Group, leading on policy and external engagement for the Mass Affluent division. She has a strong track record in developing policy approaches that lead to better customer outcomes, at Lloyds and previously as a regulator and ombudsman. Kirsten is currently focused on the FCA’s review of the advice / guidance boundary, including its policy sprint to test Targeted Support.
Carla Tsoflias Zeiner
Head of Managed Services Proposition, Vanguard
Carla Zeiner is a Senior Manager in Vanguard’s UK Personal Investor business, primarily responsible for leading Vanguard’s Managed Services offer, alongside a variety of offer strategy initiatives. Over the past 13 years at Vanguard, Carla has held several roles including in Vanguard’s Corporate Strategy group in Pennsylvania, launching UK Personal Investor in 2017, and propositional roles across UK and the continent.
Carla graduated with a BSc. Hons in Experimental Psychology from the University of Bristol.
Sophie Legrand-Green
Policy Executive, TISA
Sophie joined TISA in January 2024 and has already got stuck into our work on the Advice/Guidance Boundary Review, TISA’s Inclusive Investing initiative, and leads our Financial Crime and Taxation committees. Before joining us, Sophie worked in Wholesale Markets Policy at the FCA, gaining experience in Primary and Secondary legislation, as well as FCA consultations. She has worked on Brexit and the LIBOR transition, and recently returned from a secondment to the Federal Reserve Bank of New York.
