Governance and Consumer Duty Committee

To support firms implementing and developing policies and procedures, ensuring governance is effective and customers’ needs are at the heart of decision-making

Industry challenge

The TISA Governance and Consumer Duty Committee seeks to support firms to ensure their key governance processes are effective, reflective of latest developments and best practice thinking.

The Committee’s areas of focus include tracking changes and developments to the Senior Managers and Certification Regime (SM&CR), Consumer Duty requirements and broader culture and conduct-related expectations.  The Committee considers the challenges with defining, implementing, measuring and evidencing compliance, thereby reducing potential harm and delivering good outcomes for retail customers.

It is designed to serve the needs of those individuals and organisations with a passion for these topics. It is a meeting point where best operating and technical practice can be shared, and common challenges debated. It acts as a focal point for TISA on the operational, technical and regulatory aspects which specifically impact member firms’ policies and procedures.

Group purpose

The Committee supports member firms by focusing on regulatory change and evolving best practice.  It ensures existing best practice documentation is reviewed on a regular basis and new areas for best practice development are identified.

TISA responded to the latest SM&CR consultation exercise in Q4 2025 and, with further changes anticipated later in 2026, will look to work collaboratively with member firms to ensure rules remain effective, reflective of broader FCA objectives, are attainable and continue to protect customers.

From a Consumer Duty perspective, the Committee will work on updating the TISA Best Practice Guide, ensuring it reflects the latest developments.  The Committee will also oversee TISA’s response to any future consultation exercises.

In line with regulatory developments, the Committee will also consider further priority focus areas.  It will continue to work closely with the TISA Vulnerable Customers Working Group to ensure there is effective ongoing alignment and co-ordination.
